Directions

1. Rinse and drain canned black beans. Drain and dice canned tomatoes with green chilies. Chop green bell pepper and raw garlic. Finely chop onion.
2. In a pot, saute ground cumin, salt and pepper, green bell pepper, onion, bay leaf, raw garlic and canned tomatoes with green chilies in olive oil.
3. Add canned black beans, cider vinegar, water and rice. Bring to a boil.
4. Cover and cook for 40 minutes over low heat.
5. Discard bay leaf.
6. Fluff rice with a fork.
