1. Cook rice. Drain canned tuna. Chop tomato.
2. In a bowl, combine canned caper, salt and pepper, canned tuna, rice and tomato.

vinaigrette

3. Peel and mince raw garlic.
4. In a bowl, whisk tarragon, ground black pepper, sugar, extra virgin olive oil, lemon juice, milk, dried mustard, vinegar, raw garlic, dijon mustard, vegetable oil and salt.

5. Pit and cut kalamata olives in half.
